From January 2015, life-saving drugs to show govt-fixed rates in bold red

உயிர்காக்கும் மருந்துகளுக்கு நாடு முழுவதும் ஒரே விலை: அரசு அதிரடி!

 All life saving drugs from January 2015 will come with a bold red strip on their packs highlighting price as fixed by the government and also specify if they are under price control. Signaling a New Year gift for consumers, the government is set to make it mandatory for regulated drugs to print on their packs 'DPCO Scheduled Drug' in black ink on a bold red strip along with their ceiling price per unit, an official source said.

The move will enable consumers, who are presently highly dependent on doctors and chemists, to make an informed choice while purchasing medicines. In case of overcharging, consumers can directly call National Pharmaceutical Pricing Authority's (NPPA) helpline number 1800111255 or voice helpline 1800114424 to lodge a complaint.

"The proposal has been discussed with the ministry of consumer affairs, food and public distribution and health ministry. There is overall consensus that there is a need to protect consumer interest in the use of medicines," the official said. The NPPA, which regulates and monitors prices of medicines, is anchoring the move.

This is the second such populist move related to medicines proposed in the past one week. The government also proposed to bring at least 100 more drugs under price control by making corrections in the existing Drug Price Control Order, 2013.

வருகிற ஜனவரி மாதம் முதல் உயிர் காக்கும் மருந்துகளை நாடு முழுவதிலும் ஒரே விலையில் விற்கவும், அந்த விலையை பெரிதாக தெரியும் வகையில் சிவப்பு கலரில்  அச்சிட வைக்கவும் அரசு உத்தரவு பிறப்பிக்க உள்ளது.

இதுதொடர்பான உத்தரவு வரும் டிசம்பர் மாத இறுதியில் வெளிவரும் என்று எதிர்பார்க்கப்படுகிறது.

உயிர்காக்கும் மருந்துகள் தற்போது இந்தியாவில் அந்தந்த பகுதிகளில் தனித் தனி விலையில் விற்கப்படுவதாக புகார்கள் உள்ளன. மருத்துவர்கள் மற்றும் மருத்துவமனைகள் சொல்லும் மருந்துக் கடைகளில்தான் நோயாளிகள் மருந்துகளை வாங்க வேண்டியுள்ளது. இதனால் ஒவ்வொரு பகுதிகளிலும் ஒவ்வொரு விலை வைத்து விற்கப்படுகிறது.

இதனைத் தடுப்பது குறித்து மத்திய அரசு தீவிர முயற்சி எடுத்தது. அதன்படி இந்தியா முழுமைக்கும் ஒரே விலையில் உயிர் காக்கும் மருந்து பொருட்களை விற்க மருந்து கம்பெனிகள், விற்பனை டீலர்கள், விற்பனை சங்கத்தினர் ஆகியோருக்கு உரிய உத்தரவை மத்திய அரசு விரைவில் வெளியிடும் என்று தெரிகிறது.

இது தொடர்பாக நுகர்வோர் பாதுகாப்புத்துறை,உணவு மற்றும் பொது விநியோகத் துறை மற்றும் சுகாதாரத் துறை ஆகிய துறைகள் தீவிர நடவடிக்கைகளைத் தீவிரப்படுத்தியுள்ளன. இதன் மூலம் உயிர்க் காக்கும் மருந்துகள் விலை ஒரே கட்டுப்பாட்டில் குறைந்த  விலையில் நுகர்வோர் வாங்க ஏதுவாகும்.

மாறிய விலைகளில் விற்கப்படும் மருந்துகள் மூலம் இதுவரை 4,000 கோடி ரூபாய் வரை கூடுதலாக  நுகர்வோரிடம் இருந்து  வசூலிக்கப்பட்டிருப்பதாக தேசிய மருந்துகள் விலை ஆணையம் தெரிவித்துள்ளது.இதனால் இந்த விலைக் கட்டுப்பாடு அவசியமாகி உள்ளது. இதன் மூலம் எய்ட்ஸ், புற்றுநோய் உள்ளிட்ட கொடிய நோய்களைக் குணப்படுத்தும் மருந்துகளின் விலை வெகுவாகக் குறையும்.

இந்த விலைக்கட்டுப்பாடு வரும் 2015 ஆம் ஆண்டு ஜனவரியில் புத்தாண்டு பரிசாக மத்தியஅரசு அளிக்கும் என்று  கூறப்படுகிறது.

இதுதொடர்பாக மருந்துக் கம்பெனிகள், டீலர்கள்,நுகர்வோர் அமைப்புகளிடம் கருத்துக்கள் கேட்கப்பட்டு வருவதாகவும், இம்மாத இறுதிக்குள் மருந்து கம்பெனிகள் தங்களின் கருத்துக்களை சம்மந்தப்பட்ட துறைக்கு அனுப்பி வைக்க வேண்டும் என்றும் சுகாரத் துறை வட்டாரங்கள் தெரிவித்தன.
