Government to increase dearness allowance to 107%, up from 100%

New Delhi, Aug 31 (PTI) Government is likely to approve a hike in dearness allowance (DA) to 107 per cent from the existing 100 per cent, benefiting around 30 lakh Centre's employees and its 50 lakh pensioners including dependents.

"The average rate of retail inflation for industrial workers from July 1, 2013 to June 30, 2014 works out to be 7.25 per cent. Thus the Central government will hike dearness allowance for it employees by 7 per cent," an official said.

The Narendra Modi government will soon launch an attendance tracking website for all central government employees, according to media reports. The website is expected to help boost transparency in the functioning of bureaucrats.
The website, which is still being developed, will be based on theJharkhand government's attendance tracking websiteThe Jharkhandgovernment's website gives real time information on the number of employees present at work, their average clock in and out times etc. The website also provides employee attendance information from each district.
Reports say that the Centre's website too will have features of real time tracking of attendance.
The Narendra Modi government had earlier directed that Aadhar-based biometric attendance systems should be introduced for recording attendance. The website will use the information entered in the biometric devices and will act as a 'centralised management information system' (MIS) for attendance.
Each employee would be given a unique ID from the first or last 6 digits of their Aadhar numbers. This ID will help maintain the database for the website. According to reports, 16000 users across 113 organisations, mostly from the Planning Commission have registered on the website so far. In order to register, nodal officers from the respective department/organisation must log in the website and create master lists of locations, designations and divisions in their offices. Subject :- Economy in use of paper.
              Ministry of Finance has been issuing instructions from time to time on expenditure management, fiscal discipline and on the need for economy and rationalization of Government expenditure. Government is one of the major consumers of paper. Injudicious use of paper not only leads to infructuous expenditure but also impacts the environment as trees are the major source of paper pulp production. Instructions on judicious use of paper have been issued by this Department in the past and similar instructions are also contained in the Manual of Office Procedure (MOP) published by Department of Administrative Reforms and Public Grievances. With a view to further stress the importance of economy In use of paper in Government offices, following instructions are issued for strict compliance by all concerned : -
(i) Notes should be typed/written on both sides of the paper/note sheet
(ii) Typing should be done in single space;
(iii) Policy instructions/guidelines issued through Orders, OMs, etc. may be uploaded on the official website of the Ministry/Department/Organization. Number of hard copies of such communications may be limited to the required minimum:
(iv) Office copies should not be typed again where the draft itself is legible and does not contain many corrections.
(v) Forms, proformas, returns etc., if any, stipulated by Ministries/ Departments/Organizations in connection the organizational mandate may be reviewed in relation to their size and format and should be recast and simplified/shortened ¡n keeping with the recent directives from Cabinet Secretariat. Manual submission of forms, returns, etc,, wherever stipulated, either under statutory obligations or otherwise, should be discouraged, Switching over (o c-forms, online submission of forms/returns, etc., may be encouraged.
2. All the Ministries/Departments, attached, subordinate offices and autonomous or statutory bodies funded by GOI may comply with the above directives. Suitable instructions on above lines may be issued by line Ministries/Departments of GOl in r/o organizations/entities or field establishments under their administrative control,

    Notification for appointment of Meritorious Sports persons in the Department of Posts in the cadre of Postal Assistant/Sorting Assistant, Postman and Multi Tasking Staff .

Applications are invited from meritorious Sportspersons in the following disciplines for appointment as Postal Assistant/Sorting Assistant for the year

2012-2014 and for the unfilled vacancies of the years 2006 to 2011 and for Postman and Multi Tasking Staff for the year 2012-2013 and unfilled vacancies for the year 2006-2011 under sports quota against the vacancies shown in Annexure A,B & C in Tamilnadu Postal Circle.

1. The details of vacancies and to whom the applications are to be submitted by the candidates etc., are indicated in the

Annexure – A,B&C

2. Meritorious Sports Candidates will be selected for appointment based on the instructions contained in the Department of Personnel & Training OM no. 14015/1/76-ESTT.(D) dated 04.08.1980 as amended from time to time .

First Preference: Candidates who have represented the country in an INTERNATIONAL competition with the clearance of the Department of Youth Affairs and Sports.

Second Preference: Candidates who have represented a State/Union Territory in the Senior or Junior Level National Championship Organised by the National Sports Federations recognized by the Department of Youth Affairs and Sports or National Games organised by the Indian Olympic Association and have won medals or position up to third place. Between the Senior and Junior Levels, candidates who have won the medal in Senior National Championship gets preference.

Third Preference: Candidates who have represented a University in an Inter-University competition conducted by Association of Indian Universities /Inter-University Sports Board and have won medals or positions up to third place in finals.

Fourth Preference: Candidates who have represented the State Schools in the National Sports/Games for Schools conducted by the All India School Games Federation and have won medals or positions up to third place.

Fifth Preference: Candidates who have been awarded National Award in physical efficiency under National Physical Efficiency Drive.

Sixth Prefence: Candidates who have represented a State/Union Territory/ University / State School Teams at the Levels (II) to (IV) above but could not win a medal or Position in the same order of preference.

NOTE 1. In the event of tie, those who have secured a higher position or won more than one medal may be given the preference.

NOTE 2. Participation in individual and team event / item may be given the same preference.

NOTE 3.  No preference may be given for winning more than one medal / position.

The crucial date for determining the age limit shall be the last date for receipt of application i.e. 22.09.2014

4.     Educational qualifications.

(i)    10+2 Standard or 12th class pass from recognised University/Board of School Education Board of Secondary Education with English as a compulsory subject (excluding vocational streams),

(ii)   Should have studied local language of the State or Union Territory of Tamilnadu Postal Circle or Hindi as a subject at least in Matriculation or equivalent.

7. How to Apply:-

The candidates who satisfy the above conditions may send their application in the prescribed format as in Annexure D affixing their recent passport size photograph, duly filled in, to the authorities concerned so as to reach them on or before the last date fixed for receipt of application either by speed post or registered post

8. Application Fee:-

The candidates shall have to pay Application Fees of Rs. 100/- (One Hundred only) in any of the computerised post offices in Tamilnadu Postal Circle through e – Payment specifying Direct Recruitment of PA/SA/PM/MTS under sports quota and Division/Unit for which he / she is applying and submit the original receipt along with the application.

The candidates will have to check up carefully whether the name of the candidate, name of the division/unit, serial No is clearly printed in both the copies of the receipt. Details of payment should be noted and receipt should also be pasted in the space provided for in the application.

Note: Fees once paid shall not be refunded under any circumstances.

9. Disqualification-

A  person
(i)   who has entered into or contracted a marriage with a person having a spouse living

(ii)  who, having a spouse living has entered into or contracted a marriage with any person shall not be eligible for appointment to the said post. Provided, that the Central Government may, if satisfied that such marriage is permissible under the personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this Rule.

10. The attested copies of the educational qualification, evidence of date of birth ( SSLC Mark sheet ) Prescribed Community Certificate in respect of SC/ST/OBC. Proof of Sports Qualification in Form 1,2,3 & 4 etc., from the competent sports authority concerned duly attested.

11. The applicant should be prepared to attend the Fitness Trials to assess

their suitability(suitability only) to be conducted at the Regional Office Chennai/Trichy/Madurai/Coimbatore concerned for the vacancies notified in the Annexures, at their own cost. No allowance shall be paid to the candidates who attend the Fitness trials.

12.   The application duly signed by the candidate along with the enclosures

should be addressed only  to the  authorities concerned as mentioned  in the
Annexure A, B& C clearly indicating the post “ Postal Assistant/Sorting Assistant” or “Multi Tasking Staff “ or “Postman for which it is applied so as to reach them on or before 22.09.2014 .
